The manual is intended to assist planners, designers and constructors of water resources development projects in carrying out simple measures of environmental management, understanding the implications of such projects, and designing and operating them in ways that can reduce the spread of mosquito-borne diseases. Methods range in focus from the use of predators of mosquito eggs or larva to techniques for drainage and for management of irrigation. The techniques described in the manual take on particular importance in view of the problems of increasing resistance to insecticides, environmental pollution, and the rising price of insecticides.
