Plans and protocols, which have been extensively field tested in Pacific Island nations, were developed for use in national workshops focused on a problem of management known to cause inefficiencies in the health care system. The book has three parts. The first introduces the rationale for the approach and teaching methods used in the training protocols. Key concepts include the importance of problem-based learning, the value of learning by doing, and the advantages gained when national staff are encouraged to review their own work and professional practices. The main part of the book consists of four training protocols concerned with district level management and planning, supervision of health personnel, management of the drug supply support system, and financial planning in the health sector. Protocols, intended to guide the content of a national workshop, are subdivided into a number of sequential sessions. Each session is elaborated in a lesson plan, stating objectives and procedures, and in notes for the facilitator. The book concludes with a detailed plan for conducting a training workshop for national facilitators, followed by a series of checklists, exercises, and self-tests and rating scales.
