The first and most extensive chapter outlines the main technical and practical factors to be considered when formulating emergency plans. Further guidance is provided through a discussion of the different time phases of an accident, an explanation of the main non-stochastic and stochastic effects on health, and an outline of eight protective measures that can be implemented. These range from the administration of stable iodine compounds to the removal of contaminated material from the affected area. The assessment of off-site radiation exposure is covered in the second chapter. Noting the importance of predicting the levels of radiation dose that may reach the general public, the chapter uses diagrams to illustrate pathways of radioactive contamination and to show how levels of exposure can be measured and monitored
