Emphasis is placed on the extent to which these reforms are in line with changes recommended by WHO. To this end, the report opens with a discussion of the need for national mental health policy and practices that encourage the development of comprehensive community-based mental health services staffed by multi-disciplinary teams. Following this overview, the report turns to an evaluation of specific mental health reforms in Greece, Portugal, and Spain. Changes are explained in terms of their historical perspective, legal and policy framework, objectives, and practical measures for achieving these objectives. Similar information is then presented for mental health services in Italy, Malta, and Yugoslavia.
